Weird Clock Movement

Hello everyone,
I started getting clocks to work on and came across the attached. I think it's missing parts, I could be wrong. It also has absolutely no play what so ever, it's like it was wound so tight it can't move.

Hi Clock King,
Yes it looks like it's missing the strike train. I don't see a place for a second mainspring so perhaps it's for a passing hour strike.
Does it have a lifting cam or stiff bent rod of some type on the center arbor which would lift a lever to activate a strike?
If the balance escapement isn't working and there is power being applied from the mainspring then there wouldn't be any play in the train.
If you've let down the mainspring power and still the train is locked up then something is jamming the gear train somewhere.
